Planning Integrated Logistics Support Programmes

Spare Parts optimization programmes are usually part of a bigger picture.

In the military arena the big picture is usually the Integrated Logistics Support (ILS) program. Logistics Support Analysis (LSA) is another suite of management tasks and tools that reside within the Integrated Logistics Support programme and the Spare Parts optimization programme usually resides within that. Integrated logistics support planning can become complex and confusing. For this purpose we have produced this simple guide and template for planning an Integrated Logistics Support program.

1. Break the program into 7-stages

There are many different ways to model an Integrated Logistics Support program. Here is one example.

  • Detailed Planning
  • Procurement and Implementation
  • Pre-launch

2. Define the ILS Elements

Which elements will be included in your program? Here are some suggestions.

  • Logistic Support Analysis
  • Integrated Supply Support
  • Electronic Technical Documentation
  • Maintenance Planning
  • Support And Test Equipment (S&TE)
  • Reliability and Maintainability (R&M)
  • Facilities
  • Manpower and Human Factors
  • Training and Training Equipment
  • Packaging, Handling, Storage and Transportation
  • Disposal
  • Software Support
  • Whole Life Costs
  • Obsolescence
3. Scope Each Element

What will be the scope of each element? Will your reliability program have an in-service reliability demo? Will you need to carry out training needs analysis in your training program? Describe what will be included and if necessary what will not be included in each program.

4. Design the Program Organization

Design your program organizational structure and assign a team. Decide who will carry out each task and what will be expected from them.

5. Produce Costings and Budgets

So far you have defined what has to be done, by who, and the facilities and materials they will need to finish the task. Now you can cost the activities and create a budget.

6. Produce Plans

Military organizations usually like you to use their own standard templates. The further reading section gives some examples. An alternative template has also been included at the end of this paper.

There is often confusion over the difference between Integrated Logistics Support Plans (ILSP) and an Integrated Support Plans (ISP). The former usually describes the customer requirements and the later describes how the supplier will meet the customer needs.

7. Finalize Plans and Get Agreement

Finally, present your plans and costings to internal and external stakeholders. Get them show that they accepted your plans and are willing to fulfil their part by having them sign a cover sheet.

In this section describe what the document is it about and what it covers.

2. Program Brief

Give a 200/500 word project brief. Don't go over the top. Reference other documents if necessary.

2.1 Program Overview
2.2 Master Milestones
2.3 ILS Program Overview

3. Roles and Responsibilities

Introduce the team and describe how they will work together. Produce organization charts and use tables with contact details.

3.1 Organization Charts
3.2 Program Sponsor
3.3 ILS Manager
3.4 LSA Manager
3.5 etc

4. Work Breakdown Structure

Describe what is going to happen and when. Use the program model defined in step 1 above. Give a brief description of each program element and describe what will happen at each stage of the program. Only give a high level description. Reference each respective plan for further information.

5. Timelines

Include the project timelines for the overall program. Each subordinate plan should have its own timeline which is linked to the master milestone schedule.

Attachments

Include each subordinate plan so that you have a single Integrated Logistics Support document. You can also include your costings and budget as a restricted attachment.
